Inefficient Government Extension Service System

We have a problem with agricultural extension service providers. Government is recruiting these personnel throughout, but our farms are producing less and less food every time. If the impact of these personnel is not felt then we don't require them. For instance one acre of land under good management practices is suppose to produce 7 - 10 bags of beans but most farmers are producing 3 - 4 bags why? They know nothing about good land preparation, certified seeds, appropriate spacing etc. Most farmers in my area are planting beans approx 1m x 60cm will you expect them to harvest 7 -10 bags per acre in this scenario? If agricultural extension officer were really doing their job this issue have been sorted long ago and fill our stores with food.
Yes good point. Do you think online extension could play an effective role to fill this gap? As smartphone adoption grows there could be lots of room for innovation.
