orry it was a typing mistake. I ment without liners.
Yes it's possible since we understand liners are only meant to control underground water percolation a factor that varies with the type of soil in question. For example soils with higher % of sand or silt have lower water holding capacity therefore water percolate at higher rate as opposed to clay soils this therefore means you may not need dam-liner in clay structure as it's needed in pure sandy or soils blended with sand. A nother approach would be cementing your resovour but this has cost details as a limiting factor.

Summary: one can do dams/ water store in clay or heavy soils without dam- liners and still have his /her water in use for a longer period with little loses due to infiltration
